Devices and software for downloading and analyzing driving and resting time data from digital tachographs

The National Police Board of Finland is planning the procurement of devices and software for downloading and analyzing driving and resting time data from digital tachographs. The goods procured must comply with the EU regulation 165/2014 and must support smart tachographs and older digital tachographs. The National Police Board is also interested in devices and software capable of remote checking of data from moving vehicles. Current understanding of possible procured areas are: - software for analyzing data and indicating breach of driving or resting times, misuse, infringement, or manipulation - devices for downloading driving time data - additional devices supporting remote checking of data from moving vehicles - additional software or software module for analyzing DSRC data - repairs, updates, and upgrades for devices - development and possible operation of the software system - end user training.

Interested tenderers are requested to sign up for market dialogue by sending an e-mail to the address: kilpailutus@hansel.fi by 14th of March 2022 at noon Finnish time (EET, UTC +2). Please use the header: "POHA - Driving and resting times". In your e-mail, please name a contact person for this procurement (name, e-mail). Later the contracting entity will send drafts of the procurement documents to the interested tenderers for commentary. This request for information does not bind the parties in any way. We are not requesting tenders at this point. Hansel Oy (State Central Procurement Body) operates in a consultative role in this procurement.

The National Police Board published previously in late 2018 a prior information notice concerning this procurement (2018/S 211-481681). After this, time has passed, and the requirements and target state has changed so that The National Police Board has decided to publish a new prior information notice.
