Search tool for patent publications

Finnish Patent and Registration Office (PRH) processes national Finnish patent applications, handles PCT applications as a Receiving Office, acts as an International Searching Authority (ISA) and as an International Preliminary Examining Authority (IPEA). In addition, PRH offers commercial search services. PRH is planning the procurement of search tool that uses artificial intelligence to search for patent publications. The tool will be used as one of the tools in examining patentability. PRH conducts approx. 2,000 novelty searches for patent applications annually. Tool may also be used in commercial search services provided by PRH. The tool will be used by approx. 100-120 people. The requirements that PRH initially perceives to be important are in particular: - information security of the solution - the quality of the search algorithm - the quality and scope of the used databases - good user experience PRH launches a preliminary market consultation, the aim of which is to identify companies supplying potential solutions and products. The procurement procedure possibly following the market consultation is initially planned to be carried out as an open procedure.
