FinnHEMS - Maintenance Information System (MIS) for continuous airworthiness management (CAMO) software as a service (SaaS) and expandable to maintenance (Part 145)

FinnHEMS Lentopalvelut Oy (FinnHEMS Flight Services Ltd), a company organised under the laws of Finland (hereinafter "FinnHEMS", "Customer" or "FHLP") is providing Helicopter Emergency Medical Services (HEMS) at six bases. Currently FinnHEMS operates four H145- and four EC135- helicopters. Operations are expanding and one more HEMS base is scheduled to open October 2022. One more EC135 shall be added to the fleet in year 2022. FinnHEMS is launching this public tender process to procure Maintenance Information System (hereinafter "MIS" or "System") for continuous airworthiness management. The System shall be provided as a service (SaaS). The System shall be expandable to Part 145 maintenance.

The Customer selects one provider. Selection criteria as stated in the procurement documents. The procured System shall be supported by the provider for at least ten (10) years. The Contract signing is estimated in September 2022.

The procurement will take place in compliance with the Act on Public Procurement and Concession Contracts (1397/2016). The procurement material shall be available only in English language. No compensation will be payed to tenderers for preparation a tender, presentation or otherwise taking part in the procedure. The quality of the object of procurement is guaranteed and taken into account in the minimum procurement requirements and contract terms, based on which the lowest price is used as the basis for comparing offers. General description of Contract reward process: 1) Opening of Tenders 2) Comparison of tenders and selection of winning tender 3) Verifying the winning tender in accordance with the Request for Quotation 4) If compliant, Contract Decision 5) Rectification and appeal period of 14 days 6) Signing of Contract 7) Delivery and payment according to the Contract

The customer will verify and inspect the winning offer and related software product. When compliant with Request for Quotation, the Customer shall initiate the purchase agreement signing process.
