THE OBJECT OF THE PROCUREMENT
One of the cornerstones of Yle’s tv-operations are productions, which are made with outside broadcasting vehicles (later also OB vehicles). Yle owns some OB vehicles but they don’t always cover all the needs due to the high volume of concurrent productions. Therefore, Yle needs to procure OB vehicles as a service from suppliers that are capable of tight collaboration with Yle.
Objective of this procurement is to find flexible and precisely allocated services for Yle’s variable OB vehicle production needs.
The procurement is divided into two (2) lots:
● Lot 1, Large size OB vehicle services
● Lot 2, Mid size OB vehicle services
As this framework agreement is separated into two (2) lots, the tenderer can participate in both lots or only one of the two, if they wish so
A maximum of three (3) suppliers shall be selected for the framework agreement on a lot basis. Yle shall make separate contract award decisions regarding Lot 1 and Lot 2.
The volumes and values indicated in the call for tenders are estimates and are not binding to Yle during the contract period.
CONTRACT PERIOD
Yle is seeking suppliers to provide outside broadcasting vehicles services for two (2) year-long contract period. Yle reserves the right for two (2) one (1) year option periods (2+1+1).
The framework agreement shall enter into force upon signature by parties.

With this invitation to tender Yle is asking the tenderers to submit their tenders to create a framework agreement between Yle and chosen tenderers.

The procurements covered by the framework agreement shall be carried out in accordance with the following procedures:
The Suppliers selected for the framework agreement will be ranked in order of preference on the basis of the outcome of the tender.
Yle will choose a maximum of three (3) tenderers to sign the framework agreement (on a lot basis), which will be made for two (2) years. Yle reserves the right for two (2) one (1) year option periods (2+1+1).

Yle reserves the right to carry out mini-competitions within the framework agreement as referred to in Article 43 § 3 of the Act on Public Procurement and Concession Contracts (1397/2016). Yle shall specify the used comparison criterias and their weighting in the mini-competition.
