The procurement is divided into three technical areas (TA), which are:
1. Inclusive and Special Education Implementation Guidelines for teachers
2. Teacher Training and professional development in Inclusive and Special Education
3. Capacity building of institutional administrators (school leaders) in teacher support on inclusive education practices
Proposed period of implementation is between August 2025 and August 2026.
The scope of the procurement and the division into technical areas are described in more detail particularly in Annexes 1.1.-1.3.

Erä 1: TA 1: Inclusive and Special Education Implementation Guidelines for teachers
The technical area (TA) aims to review and update the current Inclusive and Special Education Implementation Guidelines for teachers, and disseminate and train on the revised guidelines.
The scope and subject-matter of the procurement is described in more detail particularly in Annex 1.1 "ToR TA1 International Experts".
Erä 2: TA 2: Teacher Training and professional development in Inclusive and Special Education
The technical area (TA) aims to update the training modules on Inclusive and Special Education and a teacher manual to support children with hearing impairment, create a new module on integrating technology to pedagogy on Inclusive Education, and pilot the updated and new modules in selected Teacher Training Colleges and Universities, designing a nationwide roll-out plan, including in-service training.

Erä 3: TA 3: Capacity building of institutional administrators (school leaders) in teacher support on inclusive education practices
The technical area (TA) aims to develop a manual for institutional administrators in teacher support on inclusive education practices (in-service) and plan its nationwide dissemination, and train education officers to support institutional administrators in teacher support on inclusive education practices, including assessing and monitoring children with special educational needs.
The scope and subject-matter of the procurement is described in more detail particularly in Annex 1.3 "ToR TA3 International and National Experts".
