Overhaul of bogies of Sm5 train units (EMU)

Pääkaupunkiseudun Junakalusto Oy arranges a competitive tendering for the overhaul of bogies of Sm5 train units.

BACKGROUND AND PURPOSE OF THE PROCUREMENT The Buyer has procured 81 Stadler Flirt train units whose national type designation is Sm5. All Sm5 train units have been delivered by Stadler Bussnang AG in 2009 – 2017. Sm5 train unit is composed of four (4) cars, and it has two (2) motor bogies and three (3) trailer bogies so that the trailer bogie in the middle of the train differs slightly from the two other trailer bogies. The Buyer’s basic objective is to ensure that the value and quality of Sm5 train units including their components is preserved, and to secure controlled development of Sm5 train units and components during their entire lifetime. In addition, the Buyer’s objective is also the reduction of the maintenance cost, operating cost and life cycle costs of Sm5 train units. The purpose of the procurement is to agree on the overhauls to be performed by the selected Seller. The Seller shall carry out and deliver the overhauls of the bogies in accordance with all terms and conditions of the final agreement. OBJECT OF THE PROCUREMENT Sm5 train unit consist of four (4) cars which have two (2) motor bogies and three (3) trailer bogies so that the trailer bogie in the middle of the train differs slightly from the two other trailer bogies. The object of the Agreement is the scheduled overhauls of bogies and their exchange components as described in: - Annex 1: The Draft procurement agreement - Annex 1.1: Scope and price form of the overhaul of the bogies after a mileage of one (1) million kilometres - Annex 1.2: Scope and price of the overhaul of the bogies after a mileage of two (2) million kilometres

In the section IV.2.4) is described that the request to participate and offers may be submitted in English or Finnish. Request to participate must be submitted in English or Finnish. Contracting entity may in the later stages of the procurement procedure allow some documents to be send in other languages.

In the section II.2.7) it is stated that the contract period is 100 months. For the sake of the clarity it is stated that the length of the contract period will be negotiated during the negotiation phase and the final contract period and option period will be defined in the final invitation to tender.
