MARKET CONSULTATION: Framework Agreement for Decentralized Evaluations and Reviews

Ministry for Foreign Affairs of Finland (MFA) is preparing the procurement of Framework Agreement for Decentralized Evaluations and Reviews (FADER). FADER covers different types of appraisals, evaluations and reviews carried out in different stages of development cooperation projects and programmes funded by MFA. Decentralized evaluations refer to project and programme evaluations financed and managed by MFA units and embassies responsible for country-specific or regional development cooperation projects and programmes. As a part of the preparation of the procurement, MFA carries out this market consultation. The objective of the market consultation is to identify potential tenderers and gather information on their opinions on how the procurement should be executed. In order to take also smaller suppliers into account, MFA is especially interested in hearing how these suppliers could be able to participate in the procurement procedure. For more detailed information on the subject of the procurement and participating in the market consultation, please see the section II.2.4) below. MFA aims to publish the contract notice by the end of March 2022. This notification is only a request for information. This notification is not a contract notice or a call for tenders.

The market consultation consists of two parts described below. Deadline for fulfilling the survey and commenting the draft document is March 4, 2022 at 16:00 (Finnish time). 1) Fulfilling a survey. The survey consists of 11 questions related to how the procurement should be executed. Answers may be in Finnish or in English. The link to the survey can be found below. https://forms.office.com/r/GTJfBAL1iL 2) Commenting a draft document. MFA has prepared a draft version of Terms Of Reference (TOR). TOR describes for example the subject of the procurement in more detail. Please, send an email to juho.laine@ptcs.fi with the topic "FADER - Request for the draft document". You will receive a reply with the draft document as an attachment. In case you want to make comments to the document, the commented version of the draft document must be sent to the aforementioned email address. Comments can be made in Finnish or in English.
