Digital and Population Data Services Agency: Identification Token and Services

As a part of the national digital identity development project, the Digital and Population Data Services Agency of Finland (DVV) will be implementing a device-based alternative for identification of natural persons. Finnish citizens will have the possibility to use this solution instead of a smart phone application when authenticating themselves in connection with digital services in the Finnish public sector. DVV is now requesting information about this device and related services as part of the preparation process for the actual Request for Proposal. The subject of the request for information is set out in more detail in Annex 1. Vendors interested in a request for information are kindly requested to answer the questions below on this HILMA service by the deadline.

This request for information is not a contract notice, a prior information notice or a call for tenders. It is a market consultation that is referred to in section 65 of the Procurement Act (Act on Public Procurement and Concession Contracts 1397/2016). The purpose of the information request is to consult the market and promote open interaction with DVV and vendors. Our goal is to find out the most suitable solutions and get information for the possible procurement planning and tendering process as well as for the contract. DVV will treat all responses received as confidential. Trade secrets are not disclosed to outsiders. After the deadline, DVV will, if necessary, contact those who responded to this request for information vendors for more information.
