Finavia awards possession of excellent location business premises located in the airside of Helsinki Airport, to an Operator specializing in café operations. The prime location requires absolute perfection in customer service, taking into account the many aspects of the open concept of the space, co-existence with the gate areas and operations, high volume location and the need of minute planning of daily operations due to special characteristics and technical limitations of the location. The unit requires a unique, high-end design with high-quality natural interior surface materials and look&feel. The product portfolio of the unit is easy to comprehend and it is strongly communicating "You're in a Finnish Café". The unit shall offer a well-defined, inviting selection of competitively priced local sweet and savoury products, hot beverages and refreshments as specified in the procurement documentation. As take-away products bought either in combinations or separately will form a large amount of sales, tenderer shall show high competence, creativity and understanding in selecting the right products, product combinations and practical product packages for both eat-in and take-away. A skilled and dedicated staff creates a pleasant ambience. Excellent customer service is one of the key objectives, for which it is salient that the opening hours of all the premises of the airport are unified. Finavia shall be entitled to determine the opening hours towards this objective from time to time, and separate seasonal hours may apply. The duration of the concession shall be five (5) years with possible two optional one-year extensions agreed with the selected Operator. Premises will be leased so that the successful Tenderer, "Operator", pays the Airport an agreed percentage of turnover generated each month at Helsinki Airport, but at least a business plan based minimum collaboration fee. The Unit: Ref. of floor plan: 2760G/2A-15 Size: approximately 180 m² open space with passage through the space (actual square meterage is less than 180 m²) T2 Schengen airside The Collaboration Agreement will enter into force (Commencement day) February 2022 on estimation. The construction of the premises is planned to start March-April 2022. The opening date is planned to be 24th of May 2022. As this unit does not have a preparation kitchen or storage space, the daily activities of preparing and resupplying must be carefully planned. It is possible to install only a small dishwasher in the premises, so dishwashing must be thoroughly planned. There is no possibility to install an oven into the premises. The central location requires continuous low-key maintenance and excellent level of cleanliness. Finavia reserves the right to schedule changes due to unforeseen events and issues - and will confirm dates three (3) months prior Commencement date and the date of opening the Unit. The visual and interior design and the furnishing plan must be approved by Finavia. Tenderer shall commit to provide Finavia with required technical drawings of the concept. Finavia sets suitability requirements to the Tenderers. Tenderer's own conditions and terms may not be included in any of the material it submits. The procurement documentation, including the Agreement, any security details, floor plans and required brands etc. are available only against a duly filled-in and signed Non-Disclosure Undertaking. The NDU form is available in Hanki Tarjouspalvelu for registered users. Registration to Hanki Tarjouspalvelu supplier portal is free of charge. Registration is supported by Hanki Tarjouspalvelu support, which is to be contacted in any matter regarding registration, completing and/or submitting offers. To avoid confusion, Candidates are advised to register to Hanki Tarjouspalvelu using the company name and ID of the entity that shall sign the Agreement. Upon receipt of the signed NDU, Finavia provides a link (by email, to the email the NDU was received from) to a secure download location, from where the Tenderer may download the entire material. The signed NDU shall be sent to hankintapaallikot@finavia.fi with subject: "Airside Café to Helsinki Airport". The technical documentation is subject to change due to the nature of construction planning and processes. Questions regarding the procurement and Tenders may only be sent via Tarjouspalvelu supplier portal. Questions and/or Tenders submitted in other ways or parts thereof will not be accepted without the request of Finavia. In issues concerning registration (incl. the Tenderer's user and contact information in the system), submission of Tender on Tarjouspalvelu.fi supplier portal, contact Cloudia support. To avoid confusion, Finavia recommends that the company that would sign the possible Agreement registers with Tarjouspalvelu. Participants are obliged to familiarize themselves with any additional questions and the answers given to them before submitting the registration / tender, even if the participant has not asked any questions about the tender. The answers to the questions answered are part of the invitation to participate / invitation to tender.

This procurement will follow the following timetable (times are Helsinki times, dates are DD.MM.): 2021 17.12. - Questions and comments submitted by 13:00 2022 12.01. - Final Tender submitted by 13:00 17.01. - Procurement decision, at earliest 31.01. - Signing of the Agreement, at earliest Finavia reserves the right to change the schedule. The change in the schedule can be affected by e.g. higher than expected number of participants or needs for clarifications. Candidates/Tenderers are responsible for submitting their participation, documentation, questions and Final Tenders in due time. Participants have the opportunity to ask questions. Finavia thrives to provide answers as soon as possible after the deadline for questions. Candidates/Tenderers are advised to consider that after the Procurement Decision has been made, agreements shall not be negotiated. The main contract period shall be 60 months (five years), after which the contract can be extended for two (2) periods of one (1) year.
