Refurbishment and upgrade of a 400 kV series compensation station

Fingrid Oyj will refurbish 400 kV series compensation station as a turnkey basis contract. The scope includes upgrade and refurbishment of existing Fixed Series Capacitor banks (3 banks) with control and protection systems, primary equipment and necessary civil works. The work site will be located in northern Ostrobothnia, Finland.

Fingrid Oyj, the Finnish national transmission system company, is initiating a procurement process for refurbishment project of Uusnivala 400 kV three (3) Fixed Series Capacitor (FSC) banks. The project will be purchased on turnkey basis. The FSCs will be located at the Uusnivala site in the municipality of Nivala, about 220 km north of the city Jyväskylä. In addition to the FSCs, the scope includes all necessary civil and construction works. The site currently includes three (3) functional FSC banks that are to be refurbished and upgraded for the parts necessary. The preliminary scope has been described in detail in the document Scope of Supply Draft, which is part of this notification. Intended project delivery time is March 2022 - December 2023. Procurement will be done according to Finnish legislation concerning public procurements in energy sector (in particular, the Act on Public Procurement concerning Units Operating within the field of Water and Energy Service as well as Traffic and Postal Service (1398/2016)). The procurement method is a negotiating method. Fingrid will announce a notice in the EU Official paper for public procurement declaring prequalification stage opened and requesting interested contractors to apply for prequalification. After receiving these applications from interested companies Fingrid will select the candidates based on the selection criteria set out and invite accepted companies to submit the preliminary tenders. The Tenderers that have sent the preliminary tenders meeting the set minimum criteria, will be invited to negotiations and to submit final tenders. The invitation to submit preliminary tenders, will include more detailed information on the scope and contents of the contract, specifications, requirements, award criteria etc, and it will be sent only to the qualified tenderers, tentatively in December 2021. The exact date will be informed later. Fingrid reserves the right to reject all the tenders. The Contract will be awarded to the successful Tenderer as soon as practicable, however during the validity period of Tenders. The Contract shall be drafted and made in Finnish language, which may accompanied with an unofficial English translation. The Client is obligated to comply with the Act on the Contractor's Obligations and Liability when Work is Contracted Out (Tilaajavastuulaki 1233/2006 "Contractor Obligations Act"). The Applicant is obligated to comply with the Contractor Obligations Act with regard to its Subcontractors, and to ensure that each Subcontractor in the subcontracting chain complies with the Contractor Obligations Act. During the procurement process the Applicant will be required to provide proof that the Applicant is in compliance with the Act. This proof is required for a contract to be signed. Further, this proof is required to be re-provided during the contract period in 3 - 12 month intervals. The interval is decided by the Client. The Client will demand, in the contract, on first demand guarantees or similar securities from a source having a high credit rating. The guarantees are expected to be the following: - performance guarantee, 10% of the contract price, valid at least 3 months beyond the contract period. - prepayment guarantees, equal to the prepayment value and time, if any - warranty guarantee, 5% of the contract price, valid at least 3 months beyond the warranty period These guarantees are only required from the winning tenderer.
