Framework Agreement for Programme Planning (FAPP)

Ministry for Foreign Affairs of Finland, Unit for Administrative and Legal Development Cooperation Matters requested tenders for providing Programme Planning service (hereinafter referred to as ”the Service” or “FAPP”) as detailed in the Invitation to tender and in its Annexes.

Ministry for Foreign Affairs of Finland, Unit for Administrative and Legal Development Cooperation Matters requested tenders for providing Programme Planning service as detailed in the Invitation to tender and in its Annexes. The objective of the tendered service is to provide management and implementation of programme planning for bilateral development cooperation. The purpose of the Framework Agreement for Programme Planning (FAPP) is to combine the procurement of pre-identification, identification and formulation phases and procure all the required services from one service provider, in the form of a framework agreement. The length of the Framework Agreement is one year followed by optional extension of 3 years (not calendar years). The total estimated framework value is a maximum of 5 million euros (excl. VAT) for 4 years, including option years.
