400 kV 400 MVA Power Transformers 2023-2026

This procurement consists of a turnkey delivery of seven (7) 400 kV 400 MVA 410/120/21 kV power transformers and one (1) 400 kV 400 MVA 410/238/21 kV power transformer ("Main Delivery"). In addition, the procurement includes eight (8) optional power transformers ("Optional Delivery") and an option to procure spare parts ("Optional Spare Parts"). The following estimated total value (only informative) includes all units from the Optional Delivery.

GENERAL Fingrid Oyj, the Finnish national transmission system operator, is initiating this procurement process for 400 kV 400 MVA system transformers with the intended delivery between years 2023-2026 for existing and new substations in various locations in Finland. With this invitation to participate Fingrid is looking for capable and interested candidates to provide the needed power transformers. In our operating model, the network of services and good suppliers as well as good co-operation between different contractual partners are especially important. We require all our contractual partners to be aware of Fingrid’s significant duties as responsible transmission system operator in Finland and to commit to responsibility of the economic, social and environmental impact of their operations. The delivery of power transformers, including all needed transportation and erections, will be performed as turnkey deliveries. The transformer deliveries will be separate from the substation construction projects performed by other contractors, however, there is a need to coordinate the delivery of power transformers with the construction work at site. DELIVERY Delivery of seven 410/120/21kV and one 410/238/21kV 400/400/125 MVA power transformers including: - Manufacturing of transformers with fittings and accessories and - Testing All necessary logistics e.g. - Sea transportation to Finland, - Loading on the railway truck in the port, reloading on the road truck and transport to the site. The Supplier may choose the means and route of transportation. - All organizational work needed for logistics: arrangement of transportation from factory to site, customs clearance and forwarding - Unloading on the foundation Erection, testing and commissioning at site. Preliminary 410/120/21 kV and 410/238/21 kV 400 MVA transformer specifications are attached to this prequalification (see attachments specifications DRAFT 01A S22341E1 Transformer 400 MVA 410/120/21 kV and DRAFT 01B S22343E1 Transformer 410/238/21kV 400 MVA). Delivery locations are preliminary and may be altered during the procurement process. Detailed schedules shall be given at a later stage of the procedure. See attachment "Delivery locations". PRELIMINARY SCHEDULE OF THE PROCUREMENT Fingrid will use the negotiated procedure for this procurement of power transformers. The negotiated procedure will tentatively go as follows. Fingrid, however, reserves all rights to revise and edit the schedule during the process. APPLICATIONS AND THEIR EVALUATION (Pre-Qualification) All candidates, who have submitted the application within the set deadline and who meet the minimum requirements set for the candidate’s eligibility will be selected to the negotiated procedure. Tentatively week 44. INVITATION TO NEGOTIATE Preliminary inquiry documentation shall be sent to all participants after the Pre-Qualification decision. NEGOTIATIONS Short negotiations with all selected candidates will take place tentatively during weeks 45-46. The purpose of the negotiations is to present the Inquiry documents, clarify technical issues and answer any open questions. All Candidates shall be provided with the answers to questions of common relevance. There will be only one round of negotiations before the Final Call For Tenders. The negotiations will be held with MS Teams or similar conference call program for efficiency. FINAL CALL FOR TENDER(s) Tentatively end of week 46. DEADLINE FOR TENDERS Preliminarily end of week 50.
