Suorahankinnan perustelut
Based on the reasons below University finds that only a certain supplier can implement the procurement for a technical reason and that there are no reasonable alternatives or substitute solutions, and the absence of competition is not due to an artificial narrowing of the terms and conditions of the procurement. (Act on public procurement and concession contracts (1397/2016) 40 § paragraph 2.2)
University has conducted a market research and asked offers from all companies providing the analyzer (Los Gatos, Picarro, Aerodyne, sent 17.5.2021) and whom may offer the device needed. University has also studied relevant independent publications about the devices. Based on this University finds that:
- Within the given budget for the purchase Picarro-laser is the only device at the market which can perform accurate enough precision for isotope analysis of N2O at atmospheric concentrations. Measurements at atmospheric concentrations of N2O is a key feature needed for the device.
- Device must perform well on field measurements. Within the given budget for the purchase Picarro-laser is the only device at that has no or acceptably small memory effect due to small cavity. Devices with large cavity are not suitable for the need.
