The Central Baltic Programme 2021-2027 is a cross-border co-operation programme funded by the European Regional Development Fund. The programme is implemented by the Managing Authority (MA), which is hosted by the Regional Council of Southwest Finland. The programme funds co-operation projects between partners from Finland, Estonia, Latvia and Sweden. Jems, developed by Interact, enables monitoring of projects and programme implementation as well as electronic exchange of data between programme bodies and beneficiaries. Jems is provided free of charge to all interested programmes and can be adapted to programme needs. The MA has an in-house IT function. A need for external expertise to add to the resources of the internal IT function has been identified. The internal IT will give specific tasks to the service provider as requests. The nature of the requests include troubleshooting specific issues, identifying bugs, fixing bugs, small developments, etc.
