Evaluation of International R&D Collaboration Advice and Funding

Business Finland commissions an evaluation of its international R&D collaboration funding and its advisory role in EU research and innovation programs. The focus of the evaluation is on the international R&D collaboration advice and funding that Business Finland services offer to Finnish beneficiaries. Main elements of this internalization support are conveyed in the context of platforms such as the Eureka Clusters Program, the Eurostars Program and the ECSEL Partnership Program, and in the context of the EU funding advice. Total price of the tendered evaluation is fixed at EUR 80.000 (excluding VAT, inclusive of all costs). Contract award decision is based only on qualitative criteria (namely team skills and evaluation plan, please see section "Procurement object criteria" below for more information regarding the criteria). Implementation of the evaluation is directed by a steering group set up by Business Finland’s Strategic Insight unit. The streering group will meet 3-4 times in Helsinki while the project is in progress. The supplier shall produce the following deliverables: 1. Final report (in Word format) and Power Point slides of results in English 2. Two presentations of the final results: in a steering group meeting and for the Business Finland personnel (in English) 3. Impact Brief (5-7 pages long Word document of the main findings) in Finnish or English 4. 2-4 infographs (each infograph is one power-point slide). Subjects of the infographs will be decided with Business Finland communication managers A draft of the final report must be submitted to the project steering group for comments no later than on 15 December 2021, and the final report must be completed by 16 January 2022.
