Mid-infrared optical spectrum analyzer

Tampere University foundation sr (Tampere University, TAU) is about to execute a direct procurement of Mid-infrared optical spectrum analyzer. One system composed of an optical spectrum analyzer for mid-infrared wavelengths with the following specifications: • Wavelength span: 1900- 5500 nm • Wavelength resolution: 0.2 -5 nm • Wavelength accuracy: ±0.5 nm • Level range: −60 to +13 dBm • Dynamic range: 50 dB The device includes a built-in light source, a standard power cord 250V, an adapter for optical input port and a connector adaper for calibration input port. The spectrum analyzer is to be used for scientific research including the development of light sources in the mid-infrared as well as for spectroscopic applications.

According to the section 40 of the Act on Public Procurement and Concession Contracts 1397/2016 a contracting entity may opt for direct procurement if only a certain supplier can implement the procurement for a technical reason, or for a reason related to protecting an exclusive right; it shall be a further condition that there are no reasonable alternatives or substitute solutions, and that the absence of competition is not due to an artificial narrowing of the terms and conditions of the procurement. Yokogawa is the only manufacturer that provides an all-in-one high-speed optical spectrum analyzer with purge feature and fiber-based input in the 1900-5500 nm wavelength with 0.2 nm resolution and a dynamic range up to 55 dB. Detailed market survey was conducted, companies and colleagues were contacted, leading to the conclusion that only the selected supplier is capable of providing a device complying with all the technical requirements.
