Request for Information: Smart meters and related services

This is not a contract notice or invitation to tender but a request for information. A group of 11 independent Finnish distribution network operators operating electricity networks in urban areas (Alva Sähköverkko Oy, Helen Sähköverkko Oy, Kuopion Sähköverkko Oy, Lappeenrannan Energiaverkot Oy, LE-Sähköverkko Oy, Oulun Energia Siirto ja Jakelu Oy, Pori Energia Sähköverkot Oy, Tampereen Sähköverkko Oy, Turku Energia Sähköverkot Oy, Vaasan Sähköverkko Oy, Vantaan Energia Sähköverkot Oy; together referred as KV11 group) has decided to conduct a request for information regarding next generation smart meters and metering systems and services. Network companies belonging to the KV11 group have a total of about 1.3 million customers. The purpose of the request is to map the market regarding current and future remotely readable smart metering solutions, including smart electricity meters, meter reading systems, and other smart metering related services. The aim is to receive information about cost-efficient, innovative and high-quality smart metering solutions that match to the Finnish electricity market needs and can fulfill the KV11 group companies’ needs for the whole 10–15 years lifecycle. If you have any questions related to the enquiry, please address those to the email address above. Questions asked by phone cannot be answered.

As an answer to this request, the KV11 group companies are wishing to receive free-form answers and solution descriptions from the suppliers regarding current and future smart metering services and solutions. However, please do consider all the questions and follow strictly the structure provided in the request. Information gathered with the request is confidential and is shared and used only by the KV11 group companies and organizations who are assisting the KV11 group companies in the request or any possible future public procurement process. Supplier information will not be provided to competitors or other companies. Information provided by the suppliers will be used as background information to any possible future public procurement processes by the KV11 group companies. The KV11 group companies have an opportunity to invite minimum 3 but maximum 7 suppliers to present their solutions in more detail, unless the amount of suppliers answering to the request is lower than 3. Initial schedule for these solution presentations is during late March and April 2021.

It should be noted that this request for information does not bind or restrict the KV11 group companies in any way to do public procurement of smart meters and metering solutions in the forthcoming future. This is not a contract notice or invitation to tender but a request for information. You should not provide a tender as an answer to the questions. The request does not bind the supplier to participate in the possible future competitive bidding nor is the prerequisite to participate in such bidding. Answering or not answering to this request does not impact the supplier’s position in any possible future competitive biddings. The answers provided to this enquiry do not bind the supplier to provide such solutions in the future. Suppliers will not be compensated participating into this request nor any possible other related costs.
