Suorahankinnan perustelut
Justification for direct/ single source procurement
Reference 2: Section 40 Direct procurement (5): In accordance with Section 40, subsection 2, point 5 of the Finnish Act on Public Procurement and Concession Contracts (1379/2016), direct procurement is permitted when:
"the goods to be procured are manufactured only for research, testing, product development or scientific purposes, and the procurement does not concern mass production to ensure the financial viability of goods manufacturing or to cover the costs of research and development."
This procurement fulfills these criteria, as the biogas plant will be fabricated as a single unit for scientific and educational use, with no connection to mass production or the supplier’s commercial interests.
