Military Mobility Northern Nordics

Subject of the Procurement The Kvarken Council EGTC requests a quotation for consultancy services to conduct an comprehensive study on the wider benefits and strategic infrastructure needs for military mobility and security of supply and preparedness in the Kvarken region, including all of Central Finland and, on the Swedish side, the regions of Jämtland Härjedalen, Västernorrland, Västerbotten and in Norway Tröndelag and Helgeland (study region) for the total defense of and the security of supply in northern Nordics and Europe.The study shall identify the types of capacity requirements associated with large-scale strategic transports and describe different scenarios and their impact on the transport infrastructure. This is to provide a clear understanding of which measures are necessary to improve the conditions for military mobility and resilience in the study region, as well as for Sweden, Finland and Norway. The study shall also demonstrate the strategic importance of the study region for the total defense and security of supply in northern Nordics and Europe. This study forms part of the wider economic impact analysis conducted within the framework of Work Package 3 in the FLINC project. The study shall be coordinated with the contractor responsible for the Wider Economic Benefit analysis, which is being carried out by another party. Background and Aim The aim of this assignment is to assess the current and future needs for military mobility and preparedness in the above-mentioned study region, in light of Finland's and Sweden's NATO membership and recent NATO statements on the need to improve east-west transport infrastructure in the Nordics. The transport network in the northern Nordics (Finland, Sweden and Norway) is characterized by long distances and few transport routes and border crossings in east west directions. The east west transport routes in the study region are expected to play an important role in the defense of and the security of supply in northern Nordics and Europe. The study shall identify and evaluate which strategic infrastructure investments and improvements would significantly improve military mobility and supply security logistics in the study region. The analysis objectively assesses and recommends the most impactful measures.
