TECHICAL SUPPORT COOPERATION TO SCHOOL EDUCATION SECTOR IN NEPAL IN 2023-2027

Ministry for Foreign Affairs of Finland, Unit for South Asia (hereinafter referred to as “Contracting Authority”, “Customer”) requests tenders on Technical Assistance service for the Implementation of TECSES - Technical Support Cooperation to School Education Sector in Nepal 2023-2027 (hereinafter “the Project”). The purpose of the Contract is to offer technical assistance services for implementation of the Project for the Contracting Authority. The Project aims to support the improvement of teacher education, including pre- and in-service teacher training, at the three levels of the governance in Nepal. For more information about the Project, please see Annex 1 TECSES Project Document. The Contracting Authority aims to procure Technical Assistance to the Project. The Technical Assistance consists of following long-term personnel: - Chief Technical Advisor (CTA) who will work for 55,5-person months. - International Expert in Inclusive Education who will work for 31,5-person months. - International Expert in Teachers’ Professional Development (TPD) who will work for 42-person months. - International Communications Officer (JPO) who will work for 24 calendar months (two positions for total 48 calendar months) - Provincial coordinators (in three provinces) who will work for 52,5/42 person months (please see annex 1) - Local coordinators (in three provinces) for education planning and budgeting 52,5/42 person months (please see annex 1) - Local coordinators (in three provinces) for teacher/trainer coaching 52,5/42 person months The main duties and minimum requirements for the personnel are described in this Invitation to tender and its annexes. In addition, the project staff will include a financial manager and a monitoring and evaluation officer, as well as support staff such as secretaries, financial/ administrative assistants and drivers. Short-term experts are also used. Further information is provided in the Annex 1, TECSES Project Document. Service Provider must also provide a Home Office Support Services to the Project. This includes e.g. recruitment of the required experts, support for the establishment of the Project Office and the management mechanisms with the Project’s implementation team, as well as the development and organization of the Project’s financial administration and controls. Estimated Value of the Contract: The maximum value for the fees of the contract is 3 944 800 Euros, (VAT excluded). Variants are not acceptable. Customer will select one (1) service provider with whom the Procurement Contract will be signed. The contract period is 5 years. The contract period starts from the signing of the contract. The Contracting Authority reserves a right to extend the contract after the five-year contract period if there is still budget available to continue the project. The Contracting Authority has a right to decide whether to use the option or not. The decision to extend the contract will be made within three years of the decision. In addition, the Ministry reserves the right (Option) to contract from the same Service Provider the following during the contract period: •Procure additional international Technical Assistance (fees) up to a maximum of 180 000 EUR. •Procure additional national Technical Assistance (fees) up to a maximum of 60 000 EUR. Of the reserved sum of around 300 000 EUR for the option listed above, 60 000 EUR consists of unspecified costs.
