Alkuperäinen teksti Hilmasta, muuttamattomanaFinn Church Aid (FCA) is procuring global security services with the scope of the service divided into four lots:
Lot 1: Global Security Manager based at the Head Office in Helsinki
Lot 2: Africa Regional Security Manager based in East Africa
Lot 3: In-country Security Manager based in Ukraine
Lot 4: In-country Security Coordinator based in Somalia
For all parts, a 24/7 in case of emergency service will be included to the contract.
The tenderer may bid for only one or several lots of the procurement.

Reason for suspension:
The tender is suspended on the basis of multiple errors in the Invitation to Tender. These include but are not limited to:
- Missing insurance and liability clauses in the eligibility criteria;
- Lack of detail in lot-specific eligibility and contract award criteria, including context-specific experience;
- Exclusion of lot-specific contracts including terms for replacing the nominated persons;
- Exclusion of interviews as an evaluation criteria;
- Division of lots and the duties involved.
The tender will be re-advertised in September 2023 with revisions on the technical requirements, contract terms and contract award criteria where errors were detected.

Erä 1
Global Security Manager (GSM) reports to the FCA Director of International Co-operation and has the overall responsibility to
ensure that FCA has needed security measures, policies, instructions and technical solutions in place.
Erä 2
In general, RSM has the same duties as the Global Security Manager but on country / regional level. This includes training of staff and monitoring the implementation of agreed security measures and policies set by FCA on country / regional level.

Security management services for the FCA Country Office in Ukraine.
Erä 4
Security coordination services for the FCA Country Office in Somalia.
