Suorahankinnan perustelut
We intend to purchase an Agilent 1290 Infinity II 2D-LC system with OpenLab CDS. Agilent Technologies is the only supplier of
instruments in the market that meets all the specific and necessary technical requirements to fulfil the uncompromising needs of
the acquiring department as follows:
• Instrumentation needs to be able to emulate instruments of other vendors in order to transfer methods from/to other systems
found in our laboratories. This is a critically important feature for the unit and cannot be offered by other vendors. For the
emulation, the instrumentation contains patented Intelligent system emulation system (ISET).
• software embedded; only vendor with dedicated 2D LC software that supports both acquisition and data processing in different
2D modes (comprehensive, Multiple-Heart-Cutting, HighRes Sampling). Further benefit is that the system utilizes OpenLab
software, for which the unit has several previously purchased offline licenses. Dedicated software based on Openlab means there
is no need to extend the number of different softwares used.
According to the Act on Public Procurement and Concession Contracts (1397/2016) section 40 when only a certain supplier can
implement the procurement for a technical reason, provided also that there are no reasonable alternatives or substitute solutions,
and that the absence of competition is not due to an artificial narrowing of the terms and conditions of the procurement, the
contract may be awarded only to a particular supplier, Contracting authorities may award public contracts by a direct award.
Prior to making decision the Contracting authority has inspected the relevant markets and available products therein and after
careful consideration found its' conclusion grounded.
