If the candidate is a group of candidates (for example a consortium), all documents are required from each candidate (for example each member of consortium) separately. Candidate must be registered in a country which is party to the Agreement on Government Procurement (GPA) of WTO. If the candidate is not a rail manufacturer, then also rail manufacturer must be registered in a country which is party to the Agreement on Government Procurement (GPA) of WTO. Finnish Transport Infrastructure Agency reserves the right to divide the procurement.
