Framework Agreement for Evaluation Services

Ministry for Foreign Affairs of Finland, Unit for Development Evaluation (hereinafter referred to as “Contracting Authority” or “MFA”) requests your tenders for providing evaluation management service (hereinafter referred to as ”the Service” or “EMS”) as detailed in this Invitation to tender and in its Annexes. Please refer to Annex 1 “Terms of Reference” for a more detailed description of the object of the contract.

Project title and number: Framework Agreement for Evaluation Services 89893016 Type of assignment: Framework Geographical area: Helsinki, Finland Duration: Total foreseen duration of the contract is 5 years, of which year 5 is subject to optional extension of the contract and satisfactory performance. Total framework contract value: The total estimated framework value is 6.500.000 Euros for 5 years. MFA reserves the right to use other service providers for any specific evaluation or other assignment if need so requires. The evaluation budgets will be specified in each of the evaluation or Help Desk service orders. Lots are not acceptable. Variants are not acceptable. Any Tenderer may bid independently or use sub-contractors. Group of tenderers may also form a consortium. In such a case, all members of consortium are juridically and economically responsible for the services and all members must fill in the ESPD form. In case of a consortium, one member shall be nominated as the Lead Company coordinating the tender and representing the Consortium in contractual terms. The tenderer may fulfill the financial and reference requirements together as a consortium or call on the assets of a subcontractor. It is sufficient that the tenderer alone, a member of the consortium or a subcontractor notified by the tenderer fulfills the current requirement. Only the financial and professional resources of a consortium member and a subcontractor that will participate in fulfilling the obligations under the framework agreement may be used to fulfill the requirement. The Contracting Authority selects one (1) service provider and concludes a contract with that service provider. The amount of services to be supplied is an estimate and does not form an obligation for the Contracting Authority to buy that amount of services.
