Casino playing cards

Veikkaus invites tenderers to submit an invitation to participate in a two phase tender for professional casino playing cards. The cards will be used in Veikkaus' casinos and other potential gaming locations in Finland. In the first phase the contracting authority will select three (3) tenderers that meet the set mandatory and quality criterias and will issue a request for tender in the second phase. The second phase will be evaluted based on how the cards perform in the quality evaluation process and the tenderer's pricing. The contracting authority will make a procurement agreement with one (1) supplier. The agreement period shall commence on signing of the agreement and will be valid on an ongoing basis, until terminated. Veikkaus is aiming to commence the Agreement on 01.05.2023 or close to this date.

This procurement consists of two (2) categories of playing cards: - Plastic playing cards - Paper playing cards Tenderer must offer both plastic playing cards and paper playing cards. Playing cards under this procurement must be produced for professional use and must be of high quality. Offered playing cards must be new. Printing and cutting of the playing cards must perfect and free of defects. Veikkaus expects the tenderer to offer warranty period of 2 years for the cards, and during the warranty period if defected cards are found or abnormal wear and tear is visible on the playing cards, they shall be replaced by the supplier without additional cost. The supplier is also able to get quality points for evaluation by offering an extended warranty period (up to 5 years). Estimated amount of playing cards to be procured annually is 6000 - 6500 decks, in various card back colours. The estimated four (4) year volume of cards purchased is 24 000 - 26 000 decks. The contracting authority will purchase playing cards in necessary quantities, but the minimum quantity per order is 1 000 decks. Special campaign playing cards can be ordered in smaller quantities than 1 000 decks, minimum of 500 decks. Tenderer is not allowed to sell Veikkaus playing cards to any other party. Playing cards with Veikkaus logo shall not be kept in supplier's storage without contracting authority's approval. During the agreement the contracting authority orders playing cards according to its need. The contracting authority is not obliged to buy a certain amount of playing cards during the agreement period. Total amounts mentioned in this invitation to participate are not binding the contracting authority. The agreement doesn't give an exclusive right to the supplier for delivering playing cards to the contacting authority.

This procurement is conducted in two phases. During the first phase the contracting authority will set mandatory and quality based criterias, from which it will select three (3) tenderers to the second phase where a request for a final tender will be issued to the shortlisted tenderers and there will be a testing of the shortlisted tenderers playing card products.
