Amino Acid Analyzer

The object of this procurement is a fully automated amino acid analyzer (also "AAA" or "Device"), all the reagents and equipments required for the analysis and a service agreement. The analyzer is intended for the detection and quantitative analysis of amino acids in physiological fluids: plasma, urine and cerebrospinal fluid. The amino acid profile allows diagnosis and monitoring of inborn errors of metabolism. HUS Logistics, HUSLAB at HUS Diagnostic Center, Helsinki, Finland, aims to purchase an AAA to replace one of the three or replace all three existing analyzers used for the laboratory diagnostics of metabolic diseases in human patient samples. HUSLAB already has three Biochrom Amino Acid Analyzers, one of which is to be replaced. Alternatively, all three with the capacity required are replaced. The reagent and consumable prices provided by the tenderer in this tendering process shall apply during the whole contractual period described in the procurement documentation.

HUSLAB at HUS Diagnostic Center, Helsinki, Finland, purchases an amino acid analyzer (AAA) to replace one of three existing “Biochrom 30+ Amino Acid Analyzer Physiological System” analyzers used for laboratory diagnostics of metabolic diseases in human patient samples. HUSLAB runs approximately 1500 patient samples yearly. HUSLAB will purchase instrumentation and reagents for amino acid analysis based on cation exchange chromatography of precipitated patient samples with post-column derivatization with ninhydrin and dual detection at 570 nm and 440 nm wavelengths. The analyzer must be fully customizable and CE-marked. The procurement will also include CE-marked reagents for 1500 yearly samples and one column per analyzer. Column cleaning and re-packing service are required. Procurement includes training, service agreement with one preventive maintenance service per year, on-site repairs and a telephone hotline. If HUSLAB ends up changing analyzer brand after this tendering process, the whole production capacity of yearly 1500 samples will consequently have to be changed to assure equal measured concentrations and equal processes for all patient samples. According to Act on Public Procurement and Concession Contracts (1397/2016) section 125, a procurement procedure may only be suspended for a real and legitimate reason. In the case law, an acceptable ground for suspension has been that only one suitable tender has been received. The procurement shall be suspended, since only one suitable tender was received in the competitive tendering. The contracting authority shall check the requirements of the procurement and decide either to start the procurement process from the beginning or alternatively the contracting entity shall not complete the procurement at all.
