Market Consultation: Global HR, Legal, Payroll and Financial Reporting Services

Business Finland is a Finnish innovation funding, trade, investment, and travel promotion organisation, headquartered in Helsinki, Finland, with 40 offices around the world (see "Place of Performance" for more detailed list). However, the geographical locations are constantly changing and expanding to new countries. The terms of the employment contracts are based on the local, country-specific legislation. With this request for information (market consultation) Business Finland is seeking information on service providers interested in delivering one or more of the following services globally in any of the Business Finland's geographical locations: - HR; - Legal (especially labor and tax related); - Financial reporting; and - Pay roll services. Business Finland is also interested in other related services of similar scope such as global employment platforms and international employee benefit systems. A one-service provider contract with global coverage excluding Finland would be the optimal contractual arrangement from Business Finland’s point of view. However, one-service provider model might not be feasible considering the scope of the services. Based on the results of the market consultation, the Call for Tenders can be divided into multiple contracts for example geographically or based on service scope. The aim of the market consultation is to gain a better understanding of the global service markets, potential service providers' geographical scope and service solutions. The purpose is to obtain information on companies providing relevant services, give out information regarding the needs of Business Finland's global network and to clarify any issues related to the object of the procurement. A Call for Tenders will possibly be published later based on the information received from this market consultation.

To participate in the market consultation, please send an email to kilpailutus@businessfinland.fi preferably by 31 October 2022. Please write into the subject field of the email " Market Consultation: Trade Center Administration". In your email, please include following information: 1) The full name of your company and its contact person, including the person's e-mail address and phone number. 2) A short description of your company and your potential service scope and main geographical locations. Alternatively, a short marketing material can be added to the email. 3) List of alternative meeting times (90 minutes) for which your company representatives would be available for an online meeting (over Teams or similar). Please include names, titles and email addresses of all participants. Upon receiving the participation email, Business Finland will contact the companies and will provide participants with further material and suggestions for meeting times. Business Finland reserves the right to invite or not to invite companies for further discussions regarding this RFI. Presumably, first online meetings will be held in October 2022. Additionally, Business Finland aims to send the draft Call for Tenders documents for comments to the companies participating in this market consultation. Further meetings with the participating companies might additionally be held during winter 2022-2023. All materials during the market consultation will be provided in English. The online meetings can be held either in English or Finnish based on the choice of the participating company. Business Finland will not pay any expenses related to the market consultation. The market consultation does not bind Business Finland to make any procurement based on this request. Service providers who refrain from participating are equally allowed to participate to the potential future Call for Tenders.
