With this market consultation / prior information notice Natural Resources Institute Finland (Luke) surveys the market and requests information from suppliers concerning the procurement of Eddy Covariance systems. The aim is to purchase one Eddy Covariance (EC) system in 2022 and potentially two other systems in 2023 for the Natural Resources Institute Finland (Luke) and to provide new research data for the development of knowledge for the Finnish agricultural sustainability, climate change mitigation and adaptation and SOC sequestration. The EC system must include the following set of instruments: 1. Infrared gas analyzer (IRGA) measuring CO2 and H2O concentration at 10 Hz frequency 2. A three-dimensional heated research sonic anemometer – wind velocity components at 10 Hz frequency 3. Air temperature and humidity 4. Photosynthetically active radiation and net radiation balance with short wave and long wave components 5. Soil heat flux plates – 3 sets 6. Soil temperature and moisture sensors – 3 sets 7. Soil oxygen sensor 8. Water table sensor 9. Barometric pressure 10. Data acquisition system 11. Snow depth guage 12. A Crop phenology camera This is not a procurement notice or a call for tenders, but a detailed market consultation which is not binding on the parties. All answers will be treated as confidential. The potential actual call for tenders will be published later in Hanki -service portal. Market consultation is carried out with the inquiry with specific questions attached to this notice. The suppliers are invited to answer by 08.08.2022 at 12.00 (Finnish time) by sending their answers by e-mail to: hankintatuki@luke.fi and a copy to kirjaamo@luke.fi. A non-response to the market consultation does not prevent the supplier from participating in the actual call for tenders and responding to the market consultation does not affect the supplier's position in the actual call for tenders.

Soil oxygen sensor 8. Water table sensor 9. Barometric pressure 10. Data acquisition system 11. Snow depth guage 12. A Crop phenology camera For the quantification of GHGs sources and sinks, the measurements of GHGs are essential. Two methods are being used to measure GHG emission from soils namely soil chambers (closed chamber technique) and micro-meteorological technique. The EC method measures the vertical concentration of the GHG and wind velocity. Now a day, the eddy covariance technique is being preferred over the close chamber due to higher precision and its ability to measure continuous flux over large agricultural area. Eddy covariance based GHG flux tower gives the continuous measurement over larger area with detail information on short-term variation of flux, having high precision with high sampling rate and short response time. The continuous measurements help us in understanding the impact of land use, farmer management practices, interannual variability due to varying short weather changes and annual climate. Such understanding is necessary in the context of Finland becoming self-reliant in agricultural production and resilient o fast changing climate in the northern latitudes. The data gained from these systems will be useful in agricultural policy development programs of the Finnish Ministry of Agriculture and Forestry, such as ‘Catch the carbon’.
