Market Consultation: HUS 028-2024 Frozen Plasma Thawing Devices

1. Market consultation HUS Group (hereinafter also “HUS” or “the Procuring Entity”) is preparing the procurement of Frozen Plasma Thawing Devices and invites interested suppliers to participate in the market consultation regarding the procurement. The aim of the market consultation is to gather information on potential suppliers and devices about the capabilities of thawing devices. The Procuring Entity does not commit to proceeding with the procurement. The Procuring Entity also does not commit to the information provided in this information request or its attachments, as the subject or requirements of the procurement may change in the preparation of a procurement procedure. Responses to the market consultation are requested to be submitted no later than by Friday, May 31st, at 12:00 (Finnish time) to harri.laakso@hankintajuristit.fi 2. Procurement object Currently the Procuring Entity has prepared the procurement as follows: The procurement concerns devices used for thawing frozen plasma in the Blood Centers of Helsinki University Hospital Diagnostics Center (hereinafter "DGC"). The Procurement is a comprehensive solution including the following: - Block heaters (dry thawing) and/or water-bath thawing devices - Middleware and Software - Licenses, rights, and authorisations - Training, technical support and user guidance - Maintenance, updates, and support Currently DGC considers both dry and water-bath thawing devices. The procurement will be implemented as a framework agreement, which has been divided into two lots: - Lot 1: Slow thawing devices (0-3 devices per year) - Lot 2: Fast thawing devices (0-1 devices per year) The tender may tender one or both lots. In each lot one (1) framework agreement supplier will be selected. The contracting period for the framework agreement is four (4) years. The supply period is estimated to begin in August 2024. In addition, to the main contract for the devices, the Procuring Entity will enter into a maintenance contract with the Supplier for the maintenance of the devices. At the beginning of 2024, DGC has nine (9) hospital blood banks: - Hospital Blood Bank of the Meilahti Hospital - Hospital Blood Bank of the Peijas Hospital Laboratory - Hospital Blood Bank of the Hyvinkää Hospital Laboratory - Hospital Blood Bank of the Porvoo Hospital Laboratory - Hospital Blood Bank of the Lohja Hospital Laboratory - Hospital Blood Bank of the Jorvi Hospital Laboratory - Hospital Blood Bank of the Kymenlaakso Central Hospital Laboratory - Hospital Blood Bank of the Ratamokeskus Laboratory - Hospital Blood Bank of the Etelä-Karjala Central Hospital Laboratory The number of Hospital Blood Banks may change (increase or decrease) during the contract period. The number of devices required for Hospital Blood Banks depends on the size of the Hospital Blood Bank and the blood usage of healthcare units. The need may vary during the contract period. Especially during the first two (2) contract years, the number of thawing devices to be ordered may be lower, as the need for new devices also depends, among other factors, on the lifespan of the current or replaceable devices in the Hospital Blood Banks. The estimates of procurement quantities presented in the invitation to tender are estimates and are not binding on the contracting authority.
