FINAVIA OYJ - Request for information: PRM-passengers’ aircraft boarding solution

This is an invitation for all potential system or service suppliers to provide information on their solutions for helping Passengers with Reduced Mobility (PRM) to board an aircraft. Finavia invites all the potential suppliers with a solution either in full production readiness or in development stage to participate in this market survey The estimated value of the procurement is below the EU threshold.

BACKGROUND Finavia operates 20 airports in Finland with annual passenger figure varying from 10k to 1m at the regional airports, Helsinki having 15m. Helsinki Airport has significant amount of widebody traffic, but they are rare at regional airports. The small airports mainly serve aircraft with 30-70 seats, and the mid-sized airports up to narrowbody sized aircraft. Helsinki, Oulu and Rovaniemi airports have passenger bridges that simplify the PRM service, but naturally not all the flights can be taken to bridges. Busses are used for transporting passengers between terminal and aircraft in Helsinki, Rovaniemi and Kittilä Airport, but at the rest of the airports’ passengers walk the short distance in question. To put it simply, Finavia mainly uses heavy duty Ambulifts at Helsinki Airport, and boarding chairs at the regional airports for boarding the PRM passengers. REQUIREMENTS FOR SOLUTION Finavia is interested in receiving information about technical solutions for assisting PRMs on the following, but not limited to: 1. Solutions to help a PRM between apron and a small aircraft. A typical example is an ATR72 with narrow and steep stairs, where carrying a heavy PRM with a boarding chair can be risky. 2. Solutions to help a PRM between apron and a narrowbody aircraft. A typical example is a A321 boarded with wide but long stairs, where carrying a heavy PRM with a boarding chair can be risky. 3. Solutions to help a PRM between the boarding chair and the seat with aircraft of all sizes, where lifting ergonomics are typically poor due to lack of space, and thus heavy PRM lifts can be risky. The solution has two major requirements from Finavia’s side: The first requirement is the capability to operate in harsh winter conditions fluently. The solution can handle snow, ice, freezing cold and slippery conditions for itself and for the passengers. Furthermore, the solutions should survive storage outdoors. The second requirement is economic, as Finavia is looking for cost-effective solutions. Economics improve in case the solution can serve aircraft of multiple sizes, or in case the solution is used for boarding all the passengers, not only the PRMs. Respectively, economics weaken in case the solution lengthens the turnaround time or requires more staff. The areas of the interest include at least the following: • Dimensions and weight limits. • Cost. • Winter capability, operative and storage. • Turnaround time. • Staff requirement. • Maintenance. These one-on-one conversations with interested participants are preliminarily scheduled to be held during the fourth quarter of 2023.
