FinnHEMS Lentopalvelut Oy (FinnHEMS Flight Services Ltd), a company organised under the laws of Finland (hereinafter “FinnHEMS” or “Purchaser”) is providing Helicopter Emergency Medical Services (“HEMS”) at seven helicopter bases in Finland. The FinnHEMS intention was to purchase Aviation Hull & Liability Insurance for their helicopter operation. The procurement covers the appointment of the Leading Insurer and the support behind the Leading Insurer. The procurement procedure was divided into two parts, in order to appoint: 1) A Leading Insurer (for the Aviation Hull & Liability Insurance); 2) Support behind the Leading Insurer (for the Aviation Hull & Liability Insurance). The procurement process was conducted by FinnHEMS and their insurance broker Willis Towers Watson Sweden AB (hereinafter referred to as WTW).

In order to commence the procurement process FINNHEMS had created a Qualification System to be able to prequalify insurance companies, which are interested in offering insurance cover. The award procedure applied was "Negotiated Procedure" in accordance with DIRECTIVE 2014/24/EU OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 26 February 2014 on public procurement and repealing Directive 2004/18/EC The procurement procedure followed existing EU rules including the principles of equal treatment, prohibition against discrimination and the obligation of transparency. The tender material was distributed to the Tenderers who have been selected during the pre-qualification phase of the Qualification System.
