Request for information/market survey: VR-Group Plc, Fuels for Train Operations, Finland

VR-Yhtymä Oyj / VR Group Plc starts with this request for information/market survey concerning the procurement of fuel deliveries to tanks and to diesel locomotives at railway network in Finland. This is an advance notice involving a survey of the market and potential suppliers. This notice is not a call for tenders. Replying or failing to reply to this advance notice does not preclude participation in any call for tenders. The information given in this notice is preliminary and subject to change as the preparations proceed. The advance notice is not binding in any way. The purpose of this advance notice is to inform suppliers of a preliminary market survey and possible tender and collect information for mentioned supply. The goal is to get feedback of e.g. minimum requirements for the tender, content of services and pricing mechanism. The information collected in the preliminary market survey could be used in the preparation of the call of tenders, so, that the call of tenders can be actualized as appropriate as possible considering the needs of the procurement unit and the current market situation. The fuel deliveries for fuel tanks concern 24 locations in Finland. The fuel deliveries from tank truck to locomotives are done in four locations in Finland. Based on latest years, the approximated yearly volume for fuel deliveries is 23 million litres. Approximately half of the volume will be winter quality. The fuel qualities should fulfill the requirements of standards SFS EN590 and/or SFS EN15940 (renewable fuel). The preliminary market survey will be done mainly by in dialogue with the suppliers. VR will send the list of topics and questions before the (online) meeting. The procurer has possibility to continue dialogue also in writing or in additional meetings, which are stated later. The suppliers cannot charge the procurer for participation of this preliminary survey. Parties interested of this procurement are asked to send their contact details by 17 of April 2024 at the latest to elli.ikonen@vr.fi using the subject “Fuels for Train Operations”. According to a preliminary estimate, parties who submitted their contact details will be given the opportunity to participate in preliminary market survey: to present their organisation and products and discuss about their possibilities to deliver fuel. The preliminary market survey will start at a meeting (online) with VR Group Plc. VR Group Plc will send meeting invitations to the interested parties.
