Hot commissioning and operational test period during February 2026. The Contracting Authority has been granted energy investment aid under Finland’s Recovery and Resilience Plan in relation to its Green Transition energy infrastructure project involving the design and installation of a hot water pump facility for treated wastewater, whereto the current hot water electric boiler procurement is inextricably linked. The aid decision prescribes a non-negotiable deadline of 30 June 2026 for the completion of the facility, and the said schedule affects the boiler procurement as well due to the inseparable linkage of the two investment projects. Therefore, the boiler procurement order must be placed without delay so that the boilers will be ready for installation by the beginning of 2026 and in position to support the green energy production of the planned facility. Timely procurement of the boilers is thus crucial for the completion of the Contracting Authority’s broader energy infrastructure project and the retainment of the economic and green energy efficiencies related thereto. In the event that the Contracting Authority would be unable to complete the boiler procurement within the above schedule, the broader energy investment project becomes economically unviable. The Contracting Authority’s prior market research and supplier consultations have demonstrated that delivery times for boilers fail to accommodate the strict time constraints ensuing from the aid decision if the statutory procurement time limits are also to be observed. Consequently, it is absolutely essential for the Contracting Authority to conclude the procurement agreement as soon as possible, and the prescribed procurement time limits cannot be observed due to extreme urgency arising from unforeseen circumstances beyond the control of the Contracting Authority.
