Sanctions list screening service

GENERAL INFORMATION The Finnish Government Shared Services Centre for Finance and HR (known as "Palkeet") is planning the procurement of a sanctions list screening service. Palkeet aims to identify possible suppliers and service solutions and conduct preliminary market consultation. The procurement was previously planned by The State Treasury of Finland ("Valtiokonttori") and a prior information notice was published (2023/S 116-364442, https://www.hankintailmoitukset.fi/en/public/procurement/89741/notice/131096). At the beginning of 2024 the responsibility for the procurement was transferred from State Treasury to Palkeet. The contents and requirements of the procurement have changed and thus Palkeet has published this new prior information notice. All the information presented in this prior information notice is preliminary and indicative and subject to change as the planning of the procurement progresses. The objective is that the call for tenders will be published in May-June 2024. More about Palkeet: https://palkeet.fi/en/home/ INITIAL SCOPE OF THE PROCUREMENT The service must enable screenings of persons and legal entities and their owners and ultimate beneficial owners (UBOs) against the EU sanctions lists. In addition the service should also comprehensively include other major sanctions lists, for example US OFAC, UN and UK sanctions lists and also other viable sanctions lists. The service should include both one-time searches and also monitoring of entities. The procurement includes provisionally: - access and use of the service - support and maintenance - deployment project - other optional professional services and additional services The service will be used by Palkeet and it's customers. REGISTRATION FOR MARKET CONSULTATION Those interested in the procurement are requested to register for the market consultation with the following e-form: https://forms.microsoft.com/e/PsgNnRLE8i. Please submit the e-form at latest on Friday, 5 April 2024 by 12.00 p.m. Finnish time. The registration form includes some preliminary questions, on which Palkeet aims to get more insight. The purpose of the market survey is to discuss the scope and definition of the procurement and to identify currently available service solutions and their capabilities. Draft versions of the tendering documents will be sent to the registered companies during April/May 2024 for comments. In addition, Palkeet reserves the possibility to organise meetings with suppliers. Participation in the market consultation does not compel the interested operator to participate in the subsequent call for tenders.
