We will purchase a Litos Lite system for parallel stability testing and JV measurements, including a sample holder and LED solar simulator. Fluxim AG is the only supplier of instruments in the market that meets all the specific and necessary technical requirements to fulfill the uncompromising needs of the acquiring department as follows: • Parallel stability testing and JV measurements, including a custom-made sample holder with gas inlet/outlet, quartz window, humidity, and temperature sensor, a set of masks and cable for connection to the control unit, which is compatible with most glovebox antechambers • A++AA+ LED solar simulator (exceeds class AAA criteria for spectral match, non-uniformity, and temporal stability) • Temperature control for stability with water cooling for long exposure times • Integrated software embedded for operation According to the Act on Public Procurement and Concession Contracts (1397/2016) section 40 when only a certain supplier can implement the procurement for a technical reason, provided also that there are no reasonable alternatives or substitute solutions, and that the absence of competition is not due to an artificial narrowing of the terms and conditions of the procurement, the contract may be awarded only to a particular supplier, Contracting authorities may award public contracts by a direct award. Prior to making decision the Contracting authority has inspected the relevant markets and available products therein and after careful consideration found its' conclusion grounded. In case any other provider considers being able to provide an instrument filling all specified necessary requirements, please inform University of Turku as soon as possible in order to suspend direct award procedure and start preparing a call for tender.
