Direct procurement of a measurement system for electrical and optical characterization of LEDs and solar cells

We will purchase a system including a Paios all-in-one combo for LEDs and Solar Cells for transient, AC, and DC measurements, and a Litos for Solar Cells 32 channels Advanced lifetime measurement system. Fluxim AG is the only supplier of instruments in the market that meets all the specific and necessary technical requirements to fulfill the uncompromising needs of the acquiring department as follows: • All-in-one advanced characterization hardware for transient, AC, DC measurements with multiple available experiments, including JV, impedance, capacitance-voltage, charge extraction, and other custom characterization. • Motorized measurement table with a rotation stage equipped with multi-LED module (white and 15 additional LEDs, allowing for all experiments and EQE measurements at various wavelengths) and temperature and humidity sensors • Glovebox feedthrough with cables for inside and outside with adaptable length • Advanced lifetime measurement system for solar cells (compatible with the advanced characterization hardware) with 4 independent chambers including temperature control, humidity sensor, 8 independent channels, and gas in/outlet. All chambers equipped with a spectrometer for in situ measurements. • Dedicated software embedded. According to the Act on Public Procurement and Concession Contracts (1397/2016) section 40, when only a certain supplier can implement the procurement for a technical reason, provided also that there are no reasonable alternatives or substitute solutions and that the absence of competition is not due to an artificial narrowing of the terms and conditions of the procurement, the contract may be awarded only to a particular supplier. Contracting authorities may award public contracts by a direct award. Prior to making a decision, the contracting authority inspected the relevant markets and available products therein and, after careful consideration, found its conclusion grounded. In case any other provider considers being able to provide an instrument filling all specified necessary requirements, please inform University of Turku as soon as possible in order to suspend direct award procedure and start preparing a call for tender.
