Eepos program - Technology platform and services

Kansaneläkelaitos (the Social Insurance Institution of Finland, thereinafter ”Kela”) invites candidates to a competitive tender procedure for the procurement of a new end-to-end benefits management solution, including technical platforms/systems and systems integration services required for implementation as well as other services in accordance with the description of the procurement (as further defined on Annex 1 "Description of the procurement" chapter 1.2. Procurement scope overview). Candidates are expected to have a track record of delivering similar transformation programs to description of the procurement, where core benefits management system based on COTS (Commercial Off-The-Self) technology has been implemented. Furthermore Kela appreciates candidate’s experience of delivering range of business transformation services to organizations similar to Kela that are responsible for implementing social security benefits. The procurement process will be carried out as a Competitive dialogue (negotiated procedure) with pre-qualification of candidates pursuant to the Public Procurement and Concessions Act (1397/2016, Public Procurement Act). The procurement scope covers both technologies and services to achieve business objectives as defined in Annex 1 "Description of the procurement". Procurement scope consists of technology, functional and services scope. Technology scope includes benefits management solution that fulfills functional scope requirements, potentially consisting of multiple technical platforms/systems with their license/subscription services and associated and complementary product development (including new versions). The technology services and capabilities include: • Customer experience • Core (benefits management) • Data • Integration • Operational enablers Functional scope includes Kela’s customer centric target state end-to-end, or “from need to implementation” process for all benefits under Kela’s responsibility with respective use cases and supportive processes. The services scope contains implementation of technologies and functional scope within Eepos program. These services include needed program and project management, technical design for the implementation, quality assurance and testing as well as security and compliance. Procurement options include transformation program services for transformation program management, PMO function, design, procurement and vendor management, change management and architecture. Options also include continuous development and operations of implemented solution and extension of parts of technology scope to all functional scope. The scope of the procurement is described in more detail particularly in Annex 1 "Description of the procurement".

The language utilized for the procurement procedures is English, with negotiations predominantly conducted in English or Finnish. Legislative and regulatory documentation is accessible in both Finnish and Swedish. A comprehensive glossary of key terms is deemed essential for this procurement and implementation project. The contracting authority compensate reasonable travel expenses or equivalent up to a maximum of 30,000 euros (0 % VAT) for tenderers selected for the negotiation phase.

The tender competition will be conducted as negotiated procedure. The number of tenderers is limited due to the negotiated procedure. Conducting of negotiations with an unlimited number of tenderers would significantly complicate the tender process. A maximum of four (4) tenderers will be invited to the negotiations. If there are less than four (4) suitable tenderers, the contracting authority may continue the procedure by inviting all tenderers who meet the criteria for Invitation to participate.

Based on the questions the contracting authority has corrected the annex 2 "references" and added a new corrected annex 2 "References CORRECTED" to the procurement notice. Also, a few small typos have been corrected.
