Rovaniemi Airport Baggage Handling System Modernisation

The procurement concerns modernizing the existing baggage handling system for departure baggage at Rovaniemi airport. The procurement consists of modifications to the existing baggage handling system to add and integrate one (1) new standard 3 screening machine for departure baggage with its own conveyor line. Modernization of the existing baggage handling system for departure baggage must meet required specifications for baggage flow and redundancy, steel works, structures and other related peripheral devices/systems. The delivery includes designing, manufacturing, shipment, installation, integration of standard 3 screening machine, training and start-up of the Baggage Handling Systems. The procurement contains also fire doors and/or security shutters, low level control system, including SCADA remote monitoring system, SAC (Sort Allocation Controller) and other relevant interfaces and functionalities. On-site installations as well as commissioning are planned to take pace in period between 10/2026 – 11/2027. The successful implementation of the procurement requires cooperation with the contractors executing the necessary changes to the space where the baggage handling system is located and with the contractor installing the new screening machine.

The Contracting Authority requires participants to return the Non-Disclosure Undertaking signed and e-mailed to the e-mail set in the Notice. The procurement documentation, including the Agreement draft, any security details and floor plans etc. are available only against a duly filled-in and signed NDU. The NDU form is available in Tarjouspalvelu for registered users. Upon receipt of the signed NDU, Finavia sends the entire material to the email the NDU was received from. The signed NDU shall be sent to hankintapaallikot@finavia.fi with subject: "Rovaniemi Airport Baggage Handling System Modernisation". The technical documentation is subject to change due to the nature of construction planning and processes. The contract award procedure is conducted through a negotiated procedure in compliance with the Finnish Act on Public Contracts and Concessions by Contracting Authorities in the Water, Energy, Transport and Postal Services Sector (1398/2016). The procurement process is initially planned to proceed according to the following timetable (dates in dd.mm.), which the Contracting Authority reserves the right to amend: 15.10. - Deadline for questions regarding the Invitation to Participate via Supplier Portal 19.10. - Answers given via Supplier Portal 26.10. - Submissions deadline for Request to Participate 30.10. - Selection of the Candidates and Invitations to Negotiations week 45 - First Negotiations - Final Invitation to Tender by week 46/2026 - Questions regarding the Final Invitation to Tender 47/2026 - Answers given via Supplier Portal 47/2026 - Submission deadline for Tender by week 48/2026 - Contract award notice 50/51/2026 - Contracts may be signed no earlier than 14 days after the date of Contract award notice In this first phase of the Procurement, Candidates are invited to submit a Request to Participate in Supplier Portal. The Contracting Authority will, after the selection of the Candidates, send an invitation to the first negotiation meeting to the selected Tenderers, together with an updated preliminary Request to Tender -documents (complementing information in this document and its annexes). The selected Tenderers might be requested to fill out a written questionnaire before the negotiations. In the first negotiation the Tenderers are invited to provide feedback, comments and suggestions for possible improvement of the Preliminary Invitation to Tender documentation. If necessary, the Contracting Authority may request clarification of the bidders' feedback, comments and suggestions either in writing (including e-mail) or in person. The Contracting Authority may invite the Tenderers to several rounds of negotiations, if deemed necessary by the Contracting Authority. Tenderer-specific negotiations may be conducted by online call system (e.g. Teams or similar). However, the Contracting Authority reserves the right to change the time, place, manner of participation, and form of negotiations. The negotiations shall be conducted in English. The procedure entails negotiations with the selected Tenderers regarding e.g. the scope (such as content and specifications of the products to be procured and specifications of execution phase) of procurement, pricing and other terms and conditions of the procurement. After completion of the negotiations, the Contracting Authority will draft a final Invitation to Tender and request all selected Tenderers to submit their tenders, complying with the terms and conditions determined in the final Invitation to Tender. The Candidates are not entitled to charge the Contracting Authority for participating in negotiations or for responding to the Invitation to Participate or Invitation to Tender.
