FINAVIA OYJ: Airfield lights and accessories

This is a Contract Award Notice for the procurement of Finavia's airport lighting equipment, including approach lights, runway, and taxiway edge and centreline lights. The procurement process was suspended due to a petition from a bidder focusing on the fairness of the reference requirements. Upon the procurement unit's reassessment of the reference requirements, the appeal may be considered a valid basis and reference requirements should be re-evaluated. The procurement is potentially being restarted.

As a result of this procurement procedure, framework agreement is established with all the tenderers that meet the minimum requirements. When value of the purchase exceeds the EU-threshold effective at the time of the Order, the supplier is selected by competitive tendering between framework agreement suppliers. Selection criterion used is defined in the call for tender considering each competitive tendering. Selection criterion may be price, quality, or best price-quality ratio. When value of the purchase is lower than the EU-threshold effective at the time of the Order, Customer may purchase Supplies from the framework agreement supplier it considers most suitable for such Order without order-specific competitive tendering between framework agreement suppliers. After the standard term of the Agreement set out below, the Contracting authority has the right in its own discretion to extend the term of this Agreement by three (3) years one (1) year at a time. The Contracting authority shall inform the Supplier on the use of each optional one (1) year period no later than three (3) months before the start of the optional agreement period in question.
