MARKET SURVEY / INFORMATION REQUEST Portable Gas Analyzers

With this market survey / prior information notice Natural Resources Institute Finland (Luke) surveys the market and requests information from suppliers concerning the procurement of portable gas analyzers. Natural Resources Institute Finland has the need to purchase portable gas analyzers that can measure methane (CH4), carbon dioxide (CO2), water vapor (H2O), nitrous oxide (N2O) and carbon isotopes d13C (carbon 13/12 ratio) from CO2 flux. CH4, CO2, H2O and N2O can be measured with two separate devices or with one and the same device. Carbon isotope analyzer needs to be separate from the rest of the devices. All the analyzers will be used in field conditions in Finland all year round (the analyzers must operate in temperatures of -25 degrees of Celsius) for the purposes of forest and agricultural studies. The analyzers measuring greenhouse gases (GHG) will be mainly used on arable land and peat soils in accordance with the dark chamber method where analyzers are attached to a chamber that is taken to the field and GHG fluxes are measured in situ. The d13C isotope analyzers will be mainly used in remote locations in forest and peatland -ecosystems for quantification of isotopic composition of CO2 flux measurement from soils and from vegetation. The estimated number of devices (in case of different gases measured with separate devices) needed within the next four years is as follows: Year 2024 - Portable CH4/H2O analyzer, 2 pieces - Portable CO2/H2O analyzer, 2 pieces - Portable N2O/H2O analyzer, 2 pieces - Portable d13C isotope analyzer, 1 piece Years 2025 - 2027 - Portable CH4/H2O analyzer, 5 pieces - Portable CO2/H2O analyzer, 5 pieces - Portable N2O/H2O analyzer, 5 pieces - Portable d13C isotope analyzer, 3 pieces The procuring entity invites the interested suppliers to participate in a market dialogue by sending their expression of interest and contact details (contact person, email address) by email to kirjaamo@luke.fi and a copy to hankintatuki@luke.fi preferably by 12th of January 2024 at the latest. The email should be titled /identified with “Market Survey 4205/02 10 01 03/2023, Portable gas analyzers”. The interested suppliers are also kindly asked in their email to provide answers to the following questions: - What kind of devices does your company offer for the above-mentioned measuring needs? What kind and how many different gases are your devices capable of measuring? - Do your analyzers operate in temperatures below zero degrees Celsius? Please specify the operating temperature range here. - What is the weight of your device and how portable those are? - How long will the device’s power source last and how easy it is to replace during working? - How sensitive the device is for wet conditions (rain, sleet, snow)? - What kind of maintenance do your analyzers/products need? (How often? The need for calibration? What kind of parts that wear do they contain? Which maintenance operations can be done by the user?) - What kind of interface for data transfer do your analyzers /data storages have? - What kind of warranty do you offer for your analyzers/products? - What would be the delivery time of your products after the formal purchase order? Are there any ways to accelerate the delivery times? The procuring entity may afterwards also send further questions and/or a draft procurement documents to interested suppliers for comments by email.
