Multirole Helicopter

The Finnish Border Guard (later the FBG) is planning to procure multirole helicopter on 2030 and beyond. The tentative plan is to replace two AB/B 412 and five H215 Super Puma helicopters that have been in service since 1987. The planned life span of the new helicopter fleet is at least 30 years. The procurement contract is expected to be signed on 2028 – 2029. Furthermore, the FBG is also investigating the replacement of four A119 helicopters from 2035 and beyond. We kindly ask the respondents to state the extent to which the products that you manufacture meet the information requirements and questions outlined in Annex 1 and provide answers to the questions in 7.3 of this document.

The FBG is conducting a market consultation by this Request for Information (RFI). The RFI is not a contract notice or a Request for Quotation initiating a procurement process. The FBG plans, in the event of the possible procurement, to sign a contract with one OEM contractor solely responsible for the project as a whole. Furthermore, also mission and equipment manufactures that foresees benefits to the FBG according to concept of operations stated on Annex 2 are invited to respond to the RFI accordingly. The respondent shall receive the RFI documents by sending a request by e-mail to: hvx@raja.fi Please name the email in the following manner: FBG HVX RFI. In addition, the FBG will organize an introduction session where the interested OEM respondents to this RFI will have an opportunity to ask further questions relating to the content of the RFI as well as further instructions on submitting a reply. There will also be a possibility to attend an introduction of the H215 helicopter. The session will be organized in Helsinki-Vantaa during week 11 in 2026. The FBG will invite respondents, who have expressed their interest in answering this RFI, to attend the session. Each respondent will have a dedicated meeting with the FBG. In order to deliver the questions and answers to all interested respondents, the FBG requests the respondents of this RFI to name a contact person and provide his/her contact information when received the RFI.
