Lisätiedot
OBJECTIVES OF THE MARKET SURVEY
As part of the preparation, the Contracting Authority is conducting a market survey as referred to in Section 65 of the Finnish Act on Public Procurement and Concession Contracts (1397/2016). The goal of the market survey is to inform suppliers about the plans and requirements for the upcoming procurement. Contracting Authority’s aim is to engage in dialogue with suppliers to ensure the procurement can be implemented in an appropriate way and that the request for tenders is clear and enables the submission of comparable tenders.
The market survey will be carried out as a technical dialogue, in which the Contracting Authority sends the draft procurement documents to potential suppliers for comments.
Attached to this message are the draft call for tenders and some of its appendices. We kindly ask you to review the material carefully and respond to the questions presented in Annex Q_A Form for the potential tenderers. Your responses will be utilized in the preparation of the procurement and in finalizing the call for tenders and its annexes.
All responses will be processed confidentially. Information will not be shared with other suppliers without written consent permitting the release of such information as specified in the consent.
PROCESS OF THE MARKET SURVEY The market survey is intended to be carried out as follows:
1. The Contracting Authority sends a draft of the call for tenders for comments.
2. The suppliers send their comments to the Contracting Authority by the deadline.
3. The Contracting Authority reviews the suppliers' comments and aims to take them into account in the preparation of the procurement and the finalization of the call for tenders.
4. The Contracting Authority concludes the market survey by publishing a contract notice and call for tenders with annexes regarding the procurement.
The Contracting Authority may, if necessary, continue the market survey after the first round of comments.
The language used in the market dialogue is English. Answers and comments can be send also in Finnish.
PRELIMINARY SCHEDULE
• Implementation of the market survey and finalization of the request for tenders: between 15 May and 12 January 2026.
• Launching the tendering process and publishing the contract notice: by 20 January 2026.
• Deadline for tenders: 19 February 2026.

PARTICIPATION IN THE MARKET SURVEY
A supplier interested in participating in the market survey shall indicate their interest in participating in the Supplier Portal (Tarjouspalvelu). In connection with the notification, the supplier must declare their own details (e.g. business secrets) as instructed later.
