Framework Agreement for Centralised Evaluations and Consulting Services for Evaluation Coordination

Description: Coordination services for service director and deputy service director to support, coordinate and oversee Framework Agreement for Centralised Evaluations. Duration: The total foreseen duration of the contract is maximum four (4) years. Total framework contract value: The total estimated framework value is max. 420.000 Euros (excl. VAT) for four (4) years. MFA reserves the right to use other service providers for any specific evaluation, review or other assessment or service if need so requires. The purpose of the Coordination Services is to ensure high quality evaluation services commissioned through the Framework Agreement. Lots are not acceptable. Variants are not acceptable. The Contracting Authority selects one (1) service provider and concludes a contract with that service provider. The amount of services to be supplied is an estimate and does not form an obligation for the Contracting Authority to buy that amount of services. The service director or deputy service director cannot take part in delivering evaluation services under the Framework Agreement for Centralised Evaluations. Selected service provider can not be selected as service provider for Framework Agreement for Centralised Evaluations.

Description: Framework Agreement for Centralised Evaluations Duration: The total foreseen duration of the contract is maximum four (4) years. The framework includes centralized evaluations and Help Desk Services. The principal user of the Framework Agreement is The Development Evaluation Unit (EVA-11) of the MFA. Pursuant to the provisions put forth in the framework agreement also other MFA units for major decentralized evaluations are allowed to use the Help Desk Services. The framework contract may be used by other MFA units for these services. However, the service director or deputy service director cannot take part in delivering evaluation services under the evaluation framework agreement. MFA reserves the right to use other service providers for any specific evaluation, review or other assessment if need so requires. The Contracting Authority estimates that there will be from 2 to 4 wider evaluation assignments and from 2 to 4 smaller evaluation, review or other assessment assignments per year in the Framework Agreement. The detailed evaluation budget and the consultation days required will be specified in each of the evaluation or Help Desk service orders. Lots are acceptable: tenderer may tender for the wider evaluation assignments or smaller evaluation assignments. Variants are not acceptable. The Contracting Authority selects one (1) to four (4) service provider per lot. The amount of services to be supplied is an estimate and does not form an obligation for the Contracting Authority to buy that amount of services. Service provider can not be the same service provider selected to the Coordination Service. The service director or deputy service director cannot take part in delivering evaluation services under the evaluation framework agreement.
