RFI: Portable mass spectrometer (MS) for field use in CBRN situations

This EU prior information notice is not a procurement notice or an invitation to tender, but rather a market survey and a request for information (hereinafter "RFI"). The publication of the prior information notice does not initiate a bidding competition. A procurement notice and an invitation to tender may be published later. The publication of the RFI does not obligate the contracting entity to carry out the actual procurement. Responding to the RFI is not a requirement for participation in any potential future bidding competition. As part of the RescEU project, the National Emergency Supply Agency (hereinafter "NESA") is preparing the procurement of instruments for chemical detection and identification (solids, liquids, gases) in CBRN situations in the field. NESA has previously published similar RFI including portable gas chromatograph mass spectrometer (GC-MS). In this request for information NESA is gathering information about the available mass spectrometer instruments (without gas chromatography) on the market. The main instrument specifications include: - a mass spectrometer for detecting and identifying various chemical groups, such as chemical warfare agents (CWA) including Novichoks, Toxic Industrial Chemicals (TIC), narcotics, other drugs and explosives. - a portable field use instrument for CBRN situations - instrument weight is less than 5 kg - no gas chromatography separation NESA requests potential suppliers to contact in English or Finnish language via email to rescEU@nesa.fi and to give more information about the product no later than 4th December 2023 at 12:00 PM (UTC +2).
