Analysis of hazardous substances procurement for Natural Resources Institute Finland

Natural Resources Institute Finland (Luke) is planning a procurement of the analysis of the hazardous substance content of a recycled fertilizer for agriculture and forestry. Analysis needed are for example: pesticide residues, PCDD/Fs, PCBs, PFASs, BDEs, phthalates, BPA, HBCD, TBBPA, alkylphenols and ethoxylates, bisfenols, hormones, pharmaceuticals (including antibiotics norfloxacin, ofloxacin and ciprofloxacin), heavy metals, soluble nitrogen and phosphorus and microplastics. Sample matrices include: - digestate - composted and thermally dried digestate solids - concentrate made from reject water - pig, cattle and broiler manure - biochar - berries, mushrooms, needles, leaves, undergrowth - soil - groundwater - mineral fertilizers

This prior information notice is a preliminary notice (market consultation). This notice does not ask for offers or participation applications, but with this prior information notice Natural Resources Institute Finland (Luke) surveys the market and potential suppliers for the supply of the analysis services of the hazardous substances, so that a possible call for tenders can be carried out in an appropriate manner. The market consultation is accompanied by an invitation to a market dialogue, where the procurement entity can have a discussion with the Suppliers that have expressed their interest. Luke will later open a call for tenders to purchase a hazardous substance analysis services. The Suppliers interested in this procurement are asked to send their contact information (person's name and e-mail address) by e-mail to the following address: hankintatuki@luke.fi and a copy to the address: registry@luke.fi and write in the title field: "1135/02 10 01 00 05/2025 Market consultation of a the analytics services of the hazardous substances". The Suppliers interested in procurement are asked to register with Luke preferably by 16:00 (EET) on March 31st 2025, registrations made after this will be taken into account at the discretion of the procurement entity. The goal is to organize a market dialogue during April-June 2025. Companies that have expressed their interest are invited to a market dialogue, where they are sent questions related to the procurement by email and/or invited to a meeting (Teams) with the purpose of discussing the content and implementation of the purchase. Luke also reserves the right to send the suppliers who participated in the market consultation a call for tenders with attachments for comments before publishing. The presented schedules and other information presented in this notice, such as the planned course of the market dialogue, are preliminary information that may change as the preparation progresses. This market consultation and the information provided in it do not bind or obligate the parties to anything, and do not oblige the procurement entity to make a purchase. All information provided is treated as confidential. Participants of the market consultation are not compensated for participating in the market dialogue, nor for the costs incurred by participating. Participating in the market consultation shall not prevent the supplier from participating in the actual tender, and responding to the market consultation does not affect the supplier's position in the actual tender. The actual call for tenders will be published through the electronic Hanki tender service.
