Ilmoituksen teksti
Alkuperäinen teksti Hilmasta, muuttamattomanaThe scope of this contract is the preparations for the repair work of the EstLink 2 electricity transmission connection between Finland and Estonia, which was damaged on Christmas Day. Preliminary work for the repair will be carried out at sea. The preparatory measures will reduce the risks associated with the repair work and refine the details of the actual repair plan. The remaining sections of the cable will be tested for integrity and then lowered back to the seabed, sealed, to await final repair. The work being done under this contract will shorten the duration of the actual repair work, as some of the tasks can be completed in advance. The HVDC link EstLink 2 is jointly owned by Fingrid Oyj and Elering AS.
Suorahankinnan perustelut
The HVDC link EstLink2 between Estonia and Finland was damaged on the 25.12.2024. The damage was completely unforeseeable and the contracting entity had no possibility to prepare for such an event. The Estlink2 being out of operations weakens the adequacy of electricity on extremely cold and windless winter days. In potential scarcity situations, the expected price elasticity of electricity use is anticipated to ensure the adequacy of electricity, and no shortage of electricity is expected as long as domestic power plants and transmission connections operate normally. On a typical winter day, the failure has a lesser impact on the availability of electricity, and it is estimated that electricity will be sufficient in Finland. Direct procurement is possible if it is absolutely necessary to make the contract and the prescribed deadlines cannot be met due to extreme urgency caused by an unforeseeable reason beyond the control of the contracting authority (EHL 43§ 2.4).
