FinnHEMS - Aviation Hull and Liability Insurance 2025-2026

FinnHEMS Lentopalvelut Oy (FinnHEMS Flight Services Ltd), a company organised under the laws of Finland (hereinafter “FinnHEMS” or “Purchaser”) is providing Helicopter Emergency Medical Services (“HEMS”) at seven helicopter bases in Finland. FinnHEMS currently operates four H145- and five EC135-helicopters. The fleet is expected to grow by one H145 helicopter in 2025. The FinnHEMS hereinafter intend to purchase Aviation Hull & Liability Insurance for their helicopter operation. The procurement covers the appointment of the Leading Insurer and the support behind the Leading Insurer. The procurement procedure is divided into two parts, in order to appoint: 1) A Leading Insurer (for the Aviation Hull & Liability Insurance); 2) Support behind the Leading Insurer (for the Aviation Hull & Liability Insurance). The procurement process will be conducted by FinnHEMS and their insurance broker Willis Towers Watson Sweden AB (hereinafter referred to as WTW).

In order to commence the procurement process FINNHEMS has created a Qualification System to be able to prequalify insurance companies, which are interested in offering insurance cover. The Qualification System is an on-going program, in order to prequalify additional insurance companies for the list of potential tenderers. Insurance companies may apply to be included in the Qualification System at any time during its existence and the applications will be evaluated continuously. However, in order to participate in the upcoming tender procedure for the 1 April 2025 commencement date of the policy the deadline to provide the qualification form is 15th of February 2025. When the Qualification System is established, insurance companies who are already qualified, have the possibility and are required to update their data and documentation at any time during the qualification period. Prequalified insurance companies are at any time entitled to inform WTW if they no longer wish to be listed on the Qualification System. The award procedure applied is "Negotiated Procedure" in accordance with DIRECTIVE 2014/24/EU OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 26 February 2014 on public procurement and repealing Directive 2004/18/EC. The procurement procedure will follow existing EU rules including the principles of equal treatment, prohibition against discrimination and the obligation of transparency.
