Oy Turku Energia has decided to invest in Electric boiler in Turku. The aim is to produce heat to Turku district heating network. The investment will further increase the region's environmentally friendly energy production
SWECO Finland Oy, a part of Swedish Sweco Group, is an international consulting engineering company that provides qualified consulting services with a high knowledge content in Finland and abroad. Sweco will act as an EPCM consultant for the project engineering, procurement and construction.
Suorahankinnan perustelut
According to paragraph 1 of subsection 2 of section 43 § of the Act on public contracts in special sectors (1398/2016), the procurement unit can choose direct procurement, if in the previous notice no tenders, requests to participate, or applications have been received or, if no suitable tenders, requests to participate, or applications were received in response to a previous notice.
In the present case the justification for direct award is that no offer matching the request for quotation was was received.
