Ilmoituksen teksti
Alkuperäinen teksti Hilmasta, muuttamattomanaThe Contracting Entity is currently implementing an electric boiler project (the "Project"). According to the Contracting Entity's preliminary estimate, the Project will include the following procurements:
1. two electric boilers;
2. district heating battery;
3. electrical connections;
4. main transformers;
5. boiler building; and
6. infrastructure which is necessary for the overall implementation of the Project (e.g. pipelines and heat exchangers).
Each of the above procurements are procured separately within the delivery limits, delivery scope and time schedule determined by the Contracting Entity.
This call for tenders covers exclusively the electric boiler procurement. The scope of the procurement includes two (2) 60 MW electrode steam boilers with steam operating pressure 40 barg, including transport, installation, commissioning and connection to the Contracting Entity's systems at delivery limits.
The boilers will be installed at the following addresses:
- Boiler 1: Kokkolan Energia Oy, Voima-power plant, Voimalantie 17, 67900 Kokkola; and
- Boiler 2: Kokkolan Energia Oy, Power-power plant, Outokummuntie 19, 67900 Kokkola.
The scope of the procurement is described in more detail in the invitation to participate and its appendices, including the materials included in the preliminary invitation to tender.
The requirements set out in the preliminary invitation to tender, except the absolute requirements, are preliminary and may be modified later in the procurement procedure before the publication of the final invitation to tender.
Lisätiedot
The procurement procedure is divided into two consecutive phases (Phases I and II). Candidates/tenderers shall not be remunerated for their participation in the procurement procedure in either phase.
PHASE I:
In Phase I, all interested candidates may participate in the procurement procedure by submitting a application to participate by the deadline set below.
The application to participate must comply with the terms and requirements of the invitation to participate. The Contracting Entity has the right to exclude from the procurement procedure candidates whose application to participate does not comply with the conditions or requirements described in the invitation to participate, or if the application to participate has not been submitted by the deadline.
The Contracting Entity will select the candidates who have submitted an application to participate in the negotiations in accordance with the minimum requirements and comparison criteria described below under the heading "SELECTION OF CANDIDATES".
The Contracting Entity will inform the candidates of their selection for the negotiations.
PHASE II:
The Contracting Entity sends an invitation to negotiate and a preliminary invitation to tender to the tenderers selected for the negotiations.
The tenderers must submit their preliminary tenders to the Contracting Entity in accordance with the terms and requirements described in the preliminary invitation to tender. The Contracting Entity has the right to exclude from the procurement procedure any tenderer whose preliminary tender does not comply with the conditions and requirements described in the preliminary invitation to tender, or if the preliminary tender has not been submitted by the deadline set. Preliminary tenders are not compared.
The Contracting Entity negotiates with all tenderers who submitted preliminary tenders. Negotiations may take place in one or more rounds and may be conducted orally and/or in writing.
The Contracting Entity shall inform the tenderers selected for the negotiations of more detailed dates and the content of the negotiations in advance. The Contracting Entity has the right to decide on the content and duration of the negotiations at its discretion.
At the end of the negotiations, the tenderers shall submit their final tenders by the deadline set by the Contracting Entity. The Contracting Entity then reviews and compares the final tenders in accordance with the terms, requirements and comparison criteria set out in the final invitation to tender.
For the avoidance of doubt, the final tenders can no longer be negotiated in order to ensure equal and non-discriminatory treatment of tenderers.
SELECTION OF CANDIDATES:
A maximum of three (3) candidates will be selected for the negotiations (Phase II).
All candidates selected for the negotiations must have submitted, by the deadline, an application to participate complying with the terms and conditions of the invitation to participate.
If no more than three (3) candidates have submitted applications to participate by the deadline in accordance with the terms and requirements of the invitation to participate, all candidates will be selected for the negotiations.
If more than three (3) candidates have submitted applications to participate by the deadline in accordance with the terms and requirements of the invitation to participate, those candidates whose applications to participate entitle them to highest points will be selected for the negotiations.
The points are determined as follows:
References:
A candidate may receive one (1) extra point per optional reference, up to a maximum of seven (7) additional points. The determination of additional points is described in more detail in the Appendix B (References).
Tie situation:
If candidates have obtained an equal number of points for their applications to participate, the candidate with a higher turnover in the preceding financial year will be selected.
For the sake of clarity, the turnover of resource units whose financial resources have not been relied on by the candidate in its application to participate is not taken into account in the calculation of turnover. The turnover of all consortium members is taken into account in the calculation of turnover.

Questions concerning the invitation to participate must be submitted by the set deadline in the HILMA service.
