Market survey, X-ray scanning and inspection systems

The object of the market survey is to get more information regarding modern, versatile and flexibly X-ray inspection systems.

Finnish Customs invites interested suppliers to a meeting in Helsinki to survey the market for modern, versatile and flexibly X-ray inspection systems. This market survey is divided into the following device categories: 1. Baggage X-ray scanners (suitable for hand and check-in baggage scanning) 2. Pallet X-ray scanners (suitable for X-ray scanning goods and cargo on pallets) 3. Handheld backscatters 4. CT- scanners for mail, baggage and pallets (Computed Tomography scanners) Suppliers may enroll in one or more categories. Interested suppliers are required to have prior experience in the delivery of X-ray scanning equipment in which categories the supplier will enroll. Suppliers do not receive compensation for participating to this market survey. The market survey does not bind the suppliers. Customs will familiarize about the suppliers products and solutions through meetings at Customs office in Helsinki or via online meeting. The format of the meeting will be agreed upon with each participating supplier individually. The preliminary timetable for the procurement is as follows: 1) Technical dialogue with suppliers, August 2024 - December 2024 2) Publication of the invitation to tender, spring 2025 Customs reserves the right to: - include other Finnish authorities in the market survey and to the actual tendering phase. - change the way market survey is conducted if, due to the number of participants or otherwise, individual meetings are not possible. - cancel the procurement procedure and not to carry out the purchase at all. - use law regarding contracts in the field of defense and security in the tendering phase Suppliers may announce their interest in the technical dialogue to the following address: kilpailutukset@tulli.fi. Suppliers must use the following title in the message: "2024/00427 / Market survey, X-ray scanning and inspection systems". Suppliers must announce their interest to participate to the technical dialogue no later than 4th of August 2024. Upon registration to technical dialogue, the supplier is asked to attach the following documents: o Company Presentation o List of products that will be offered or presented to Customs. o Product brochure for each product o Technical product datasheets, including the technical performance and dimensions of the equipment o Brochures or technical information about the capabilities of the devices to automatize the scanning process as part of conveyor line, as well as artificial intelligence solutions. o List of quality and security certifications issued o Service description of maintenance services and organization o Description of contingency planning for maintenance services o List prices of the products (non-binding) Note!
